Libya Government is the system of political authority in Libya, which since 2011 has been composed of two rival factions: a United Nations-backed and internationally recognized government based in Tripoli; and an unrecognized parallel administration based in eastern Tobruk. The former is headed by Prime Minister Fayez al-Sarraj, while the latter is led by Abdullah Thani.

History

Following Muammar Gaddafi’s fall from power during the Libyan Civil War (2011–2013), several governments have emerged as contenders for legitimacy over all or part of Libya. In 2012, elections were held to create a General National Congress (GNC) tasked with creating a new constitution and national unity government in preparation for parliamentary elections scheduled to occur within 18 months following its formation. After numerous delays, these long overdue general elections finally took place on December 24th, 2020 resulting in an overwhelming victory for independent candidates associated with neither faction but supported by pro-democracy activists who called themselves “the people’s will” . This gave rise to what became known as the Third Interim Government led by Prime Minister Abdulhamid Dbeibah until April 2019 when forces loyal to Khalifa Haftar launched their major offensive against Tripoli claiming that they would bring stability back into Libya however this was quickly defeated due to international support given towards Sarraj’s GNA . Since then , there has been relative peace albeit fragile between both sides leading up till today .

Current Structure

As it currently stands , both governments are operating side by side without any significant clashes occurring since 2018 aside from minor skirmishes here and there generally attributed more so towards ideological differences rather than actual hostilities between them – especially now after recent diplomatic efforts have resulted in successful negotiations such as those found under UNSMIL agreements made last year ; allowing closer collaboration on matters concerning security , economy etc while also granting full recognition along democratic lines differentiating each other politically speaking instead of solely militarily or economically like before thus allowing greater access points where cooperation can be established if needed — something not seen much prior thereto

The current structure involves three main entities : firstly – The House Of Representatives (HOR) which represents Tobruk/Eastern region ; secondly – High State Council representing Western region & thirdly – Presidential Council acting essentially as mediator between both HOR & HSC though at times being rubberstamped depending upon situation whereby either one decides unilaterally how things should proceed making PC less influential overall compared previous years especially since members must come together unanimously reach consensus agreement(s). At present day all three bodies cooperate harmoniously despite occasional disputes typically regarding economic policy proposals eg tariffs imposed imports exported out country etc usually requiring lengthy debates deliberation amongst respective representatives order pass anything through..
