McCarthy’s years of leadership experience proved inadequate in solving such dilemmas, as he failed to unite the Republicans on critical legislative matters. Furthermore, his choice to collaborate with Democrats to avoid a federal government shutdown became the final straw for his removal from the speakership.

Johnson’s challenges are further complicated by a November 17 deadline to pass legislation that keeps federal agencies functional. The resolution of longer-term spending bills necessitates negotiations with a Democratic-controlled Senate and White House, many of whose key players will be dealing with Johnson for the first time.

Moreover, Johnson does not have a prior working relationship with President Biden. In a recent interview, he indicated an adversarial stance towards the current administration, stating near-zero policy agreement with the president. Yet, immediate issues such as emergency aid requests and budget negotiations necessitate bipartisan cooperation.

The GOP is deeply divided on these matters, with some members willing to risk a government shutdown to advance their immigration and border security proposals. Rep. Chip Roy, a vocal member of the House Freedom Caucus, is amenable to a stopgap funding bill only if it serves as a tactical measure rather than a mere postponement.

Such divisions also crippled McCarthy’s leadership, forcing him to seek Democratic support to keep the government operational. Observers from both parties suggest that Johnson might well find himself in a situation akin to McCarthy’s—relying on Democratic votes to pass key legislation.

Adding to the complexity, interpersonal tensions are making their presence felt on the House floor, where legislative action has been stalled for weeks. Pending bills seeking to censure House members and efforts to expel GOP Rep. George Santos are indicative of the current disarray.

While Johnson suggested suppressing the initiative to expel Santos for alleged fraudulent activities, this is unlikely to appease moderate Republicans increasingly frustrated with the party’s disarray. Other lawmakers express dismay over threats received for not supporting Jim Jordan, holding his allies partly responsible for the hostility.

Rep. Thomas Massie, a Kentucky Republican focused on reducing government spending, advised the new speaker to act swiftly on his priorities. “Mike Johnson has a grace period here where it’ll be at least 30 days before we get stabby again,” he observed.
