Established with the Lateran Treaty signed by Italy’s Prime Minister Benito Mussolini and Pope Pius XI in 1929, it was intended to be a temporal sovereignty subject to special agreements between Italy and the Holy See that give it unique status as one of least two such entities in Europe, along with Monaco. The territory consists only of St. Peter’s Basilica and Square (the world’s smallest state) where resides The Catholic Church’s highest authority—the pope—and includes buildings such as Saint John Lateran archbasilica , Apostolic Palace (residence of Popes) which also serve as offices for various departments of Roman Curia responsible for administration related affairs including foreign relations . It has its own government consisting mainly cardinals appointed by pope who coordinate activities outside enclave walls while many other duties are performed internally without external interference making this small landlocked nation completely self-sufficient . It enjoys diplomatic immunity privileges granted through international treaties ratified by Italian government & United Nations granting them freedom from all taxes & regulations imposed on citizens elsewhere except those related to religious matters .
