The Swiss government (or Federal Authorities) consists of three branches: legislative, executive and judicial. Legislative Branch The legislature of the Swiss Confederation is composed of two chambers: the National Council and the Council of States. Members are elected by popular vote to serve four-year terms in both assemblies. Legislation must be passed by both houses before it can become law; any bill that fails to pass one chamber must also be approved by referendum if requested within 100 days after passage through the other house. Proposals for constitutional amendments can also require a referendum vote before they enter into force. Executive Branch The executive branch comprises seven members who together form Switzerland’s Federal Council or cabinet—the collective head of state and government as well as its chief administrative body overseeing foreign relations, defense policy, fiscal policy and internal affairs across all levels from national down to local municipalities throughout Switzerland’s 26 cantons . Each member holds office for a term lasting up to four years but may continue indefinitely so long as he/she remains an active member on their respective council committee(s). Appointments are made according to party representation with each major political party given at least one seat on the Federal Council regardless whether it has won elections or not thereby ensuring effective cooperation between parties when enacting legislation even though no single party usually controls enough support alone necessary for outright majority rule over either assembly chamber nor collectively enough seats among them combined thus enabling more consensus-based decision making processes than what would otherwise have been possible had such measures not been taken beforehand .
