The form and structure of its government is set forth by Article 83-A of Part II (State Constitution) of the New Hampshire Revised Statutes Annotated (RSA). The executive branch consists primarilyof a Governor and five Executive Councilors who are directly elected by voters to serve two-year terms. The governor has authority over most executive departments, boards and commissions; vetoes bills passed by both houses; issues pardons for criminal offenses except treason or impeachment cases; appoints administrative officers with consent from Executive Councilors as well as judges on recommendation from Judicial Selection Commission; oversees military forces including National Guard when not federalized; enters into agreements with other states or countries subject to approval from legislature; convenes special legislative sessions either at his discretion or upon request from 2/3 majority members each house representing different political party . In addition there are many independent agencies such as Department Public Safety (DPS), Office Emergency Management Services , Environmental Protection Agency etc which play important roles ensuring safety & security citizens while enforcing environmental standards throughout state’s territory .
