The Constitution of Finland defines its political system as a parliamentary republic with an executive branch consisting of the Prime Minister as head of government and President as Head of State. Legislative power is vested in the Parliament (Finnish: Eduskunta), which consists of 200 representatives elected by citizens every four years from multi-member districts using proportional representation. The Ministry for Foreign Affairs has ultimate responsibility for Finnish foreign policy and advises other ministries on international issues; it also oversees development aid appropriations, participates actively in UN peacekeeping efforts, negotiates treaties between Finland and other countries, works to ensure civil liberties abroad through diplomatic channels, facilitates trade agreements between governments, encourages cross-border investments into Finnish businesses and regulates immigration policies towards foreigners entering or leaving Finland. All ministerial posts are held by members appointed by the president on recommendation from Prime Minister who must be supported by Parliament majority – usually this means that cabinet ministers come mainly from largest party(s) represented in parliament at any given time. Cabinet committees can include both ministers and outside experts to assist them when needed; each minister may appoint one or more special state secretaries to help manage their work load too if necessary.
