Israeli Prime Minister Benjamin Netanyahu has had the opportunity to address Congress three times, with his latest appearance in 2015 at the invitation of the Republican leaders. His speech criticizing then-President Barack Obama’s proposed nuclear pact with Iran greatly upset the White House and the Democratic leadership.
