When the U.S. Congress passed a spending bill to avert an impending government shutdown, Ukraine found little cause for celebration. The legislative package notably left out the $6 billion in military aid that Ukraine had urgently requested. This development is causing considerable concern among defense strategists at the Pentagon, European allies, and the White House, all of whom are now imploring Congress to reevaluate this decision. Their argument posits that failure to provide crucial support such as ammunition, spare parts, and air defenses could weaken Ukraine’s ability to repel Russian advances. Furthermore, this could imperil not just Ukraine but other countries, including NATO members.

As Pentagon leaders prepare for imminent discussions with allies in Brussels, the issue of Ukraine’s defense funding is expected to be at the forefront.

Aid Provided and Future Needs

Since the initiation of Russia’s invasion of Ukraine in February 2022, the United States has extended a substantial $43.9 billion in military aid. This includes high-profile military hardware like Patriot air defense systems and Abrams tanks, along with nearly 200 Howitzer 155mm firing systems, more than 2 million 155mm rounds, and roughly 300 million rounds of small arms ammunition and grenades. Despite this substantial support, the escalating intensity of the conflict means that Ukraine requires ongoing aid to maintain its military capabilities.

Ukrainian President Volodymyr Zelenskyy recently traveled to the United States to advocate for additional aid from Congress.

Congressional and International Skepticism

The stalled progress of Ukrainian forces against Russian troops has fueled skepticism within Congress regarding the efficacy of further financial support. Leading the resistance is a right-wing faction of Republicans, spearheaded by former President Donald Trump. This group played a significant role in eliminating Ukrainian aid from the short-term funding bill. Similarly, some European allies like Poland have begun to reevaluate their level of support, citing the need to focus on their own national defense.

After the interim spending bill was enacted, President Joe Biden emphasized the urgent need to resume aid to Ukraine, warning that failing to do so could have critical ramifications.

What’s at Risk?

The United States currently has around $5.4 billion in funds that could be utilized for supplying Ukraine with existing stockpiled weapons. Analysts like John Hardie, deputy director of the Russia program at the Foundation for Defense of Democracies, suggest that this might suffice in the short term. However, Mark Cancian, a senior adviser at the Center for Strategic and International Studies, warns that a lack of new funding could weaken Ukraine’s resistance as early as November. Future operations for next spring are also under threat due to this funding gap, which could have compounding effects on Ukraine’s military strategy.

Top Pentagon financial officials have also warned Congress that the absence of aid for Ukraine could adversely affect the U.S. military’s own operational capacity, due to diminishing funds for replenishing weapon systems.

John Herbst, former U.S. ambassador to Ukraine, cautioned that reduced U.S. support could serve Russian interests, potentially leading to increased military commitments for the U.S. within NATO countries bordering Russia.

International Support Dynamics

If the United States retracts or diminishes its support, will its allies follow suit? The European Union is positioned to provide around $42.2 billion in aid, but contributions are variable among member countries. Nations like Britain and Norway, although not EU members, have also pledged substantial amounts. A decline in U.S. support could potentially influence other nations to reassess their own commitments.

The geopolitical and defense implications of the U.S. Congress’s recent decision to withhold military aid from Ukraine thus extend beyond the country itself, posing questions about the collective international strategy against Russian aggression.
