Prang said, “The value of a property depends on the land and any developments on it. With no developments and the land transformed into a hillside, these properties will hold nominal value.”

The Rolling Hills Estates City Council has plans to declare a local emergency, necessitating immediate action from the city, first responders, and utility companies.
